On the agenda is the annual tax-increment financing (TIF) update and a pooled TIF policy discussion, which continues a housing and neighborhood-oriented development system discussion that kicked off at the Oct. 17 study session.
The Oct. 17 discussion provided an overview and framework of the planned discussions for the housing and neighborhood-oriented development system. Subsequent discussion topics in the system are tentatively scheduled for future study sessions as follows:

In 2022, the city council began piloting an effort to group study session topics (called “systems discussions”) according to the city’s five strategic priorities. The project started with community engagement, environmental stewardship and infrastructure discussions. Race equity and inclusion will conclude the cycle of systems discussions for 2022, with the first discussion set for Dec. 12.
