Project updates
Building permits for the project were approved Aug. 1, 2025. Site grading and utility work was completed in the fall of 2025. The status of each building is:
- Building #1 (NW corner) - foundations and post-tension concrete deck have been installed, upper-story framing is occurring
- Building #2 (NE corner) - footings and foundations have been installed, upper-story framing is underway
- Building #3 (SE corner) - framing of the building is substantially complete, brick exterior soon to be installed
- Parking ramp (SW corner) - precast concrete installation is close to being completed, exterior finishes being installed
Road impacts
- Beltline Boulevard
- Lane shifts for northbound traffic and turning right onto CSAH 25 will continue through the duration of the project construction
- Additional lane closures and shifts will happen in late summer and the fall to complete utility connections and curb installation.
- 32nd Street (backage road at the south of the site) will be closed through the duration of the project construction.
Construction schedule
- Overall site grading, construction preparation and dewatering: Complete
- Overall utility relocation and installation: Complete
- Building footings and foundation: September – December 2025
- Building framing: January – October 2026
- Exterior, finishes and landscaping: July 2026 –April 2027
Construction hours are limited to the following:
- Monday – Friday: 7 a.m. – 7 p.m.
- Saturdays, Sundays and holidays: 9 a.m. – 7 p.m.
Project summary
Sherman Associates received approvals to construct the following building components on the 6.6-acre site at the southeast corner of CSAH 25 and Beltline Boulevard:
- Building 1 – seven-story mixed-use building with six levels of market rate housing (152 units) and approximately 19,500 square feet of neighborhood commercial space, potentially anchored by a grocer
- Building 2 – four-story all affordable apartment building with 82 units, 39 units will be available to households earning up to 60% of Area Median Income (AMI), 23 units will be available to households earning up to 50% AMI, and 20 units will be available to households earning up to 30% AMI. The majority of units will be larger and suitable for families, including twenty-two three bedroom units, and 44 units two bedrooms units
- Building 3 – five-story market rate apartment building with 146 units
- Parking ramp – approximate 592-stall, six-story parking ramp, which is proposed to include 268 LRT park and ride stalls and approximately 1,800 square feet of retail/commercial space
Sustainable features, including on and off-site solar, green space, plazas and public art, will be incorporated throughout the development. The development will adhere to the city’s green building policy. View the Beltline Station Development Vision.
Altogether, the multi-phase redevelopment will have 380 units of which 82 (21%) would be affordable.
Sherman Associates submitted applications for a comprehensive plan amendment to reguide portions of the 6.4-acre site from right of way to transit-oriented development, and from transit-oriented development to right of way, an application for a preliminary and final plat, and a preliminary and final planned unit development.
Public meetings
- Feb. 10, 2022 – virtual neighborhood meeting was held to explain the development proposal and answer any questions (meeting recording)
- Feb. 16, 2022 – planning commission held a virtual public hearing on the proposed comprehensive plan amendment and voted 6 to 0 to recommend approval of the amendment
- March 7, 2022 – city council voted 7 to 0 to approve the comprehensive plan amendment
- March 16, 2022 – planning commission held a public hearing on the preliminary and final plat, and preliminary and final planned unit development and voted 6 to 0 to recommend approval of the applications
- April 4, 2022 – city council held a public hearing on various vacation applications and voted 6 to 0 to approve the preliminary and final plat, the first reading of the preliminary and final planned unit development, and the first reading of the various vacations
- April 18, 2022 – city council approved the second reading of the preliminary and final planned unit development and vacations
- April 26, 2022 – Sherman Associates held an open house in city council chambers to gather additional input on commercial uses and public open space near the Southwest LRT Beltline Boulevard Station
- June 6, 2022 – EDA and city council established two TIF districts for the Beltline Station Development
- June 20, 2022 – EDA and city council approved the financial assistance for the Beltline Station Development affordable building
- June 5, 2023 – EDA approved a second amendment to the purchase agreement to extend the closing date until Sept. 15, 2023.
- July 17, 2023 – EDA held a public hearing on the purchase agreement and on the proposed business subsidy for the project.
- July 24, 2023 – EDA and city council approved the contract for private development for Beltline Station #2 TIF District, an amendment to the purchase agreement, a business subsidy, and all other related contracts.
- May 19, 2025 – EDA and city council approved amended contracts for private development for all components of the project, including both a mixed use development contract and an affordable housing contract, an amended purchase agreement and other related documents. An early start agreement was approved for site preparation on the entire site prior to the sale of EDA parcels, including tree removal and minimal site grading. Prior to approvals, a public hearing was held on amendments to the purchase agreement, and on the proposed business subsidy for the project.
- December 1, 2025 - City council held a public hearing and approved issuance of multifamily housing bonds, and other documents related to the affordable housing financial closing.

Part 58 HUD Environmental Review related to the affordable housing building (Beltline B2)
The St. Louis Park Housing Authority is providing 20 project-based vouchers to the project which enables 20 units to be affordable to residents at or below 30% of Area Median Income (AMI). A requirement of the project based vouchers is a Part 58 HUD environmental review, which was completed by the City of St. Louis Park as the responsible entity. The City of St Louis Park has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Environmental assessment worksheet (EAW)
The Beltline Station Development exceeds the threshold of a mandatory environmental assessment worksheet (EAW) by having a total of more than 375 attached units in a development. The draft EAW worksheet was published in the Environmental Quality Board (EQB) Monitor on July 6, 2021, and the comment period ended on Aug. 5, 2021.
City council approved a record of decision, finding of fact, and the negative declaration of the need for an environmental impact statement on Aug. 23, 2021. Project background
On Feb. 5, 2018, the St. Louis Park Economic Development Authority (EDA) entered into an agreement with Sherman Associates Development LLC to develop a mixed-use, transit-oriented development at the Southwest Light Rail Transit (SWLRT) Beltline Boulevard Station Site. The development is proposed to include two apartment buildings, one mixed-use building with retail space and a joint use park-and-ride parking structure for the SWLRT with some commercial space on the first floor adjacent to the station.
