2027 Pavement Management project is located in Aquila, Cobblecrest and South Oak Hill neighborhoods. 

Aquila neighborhood

• 35th Street between Zinran Avenue and the cul-de-sac: pavement reconstruction, watermain replacement and sidewalk evaluated on the south side of the street, which may or may not be recommended for construction.
• 36th Street frontage road between Zinran and Utah avenues: pavement reconstruction and watermain replacement.
• Yukon Avenue between 35th and 36th streets: pavement reconstruction, watermain replacement and sidewalk evaluated on the east side of the street, which may or may not be recommended for construction.
• Zinran Avenue between 35th and 36th streets: pavement reconstruction, watermain replacement and sidewalk evaluated on both sides of the street, but only one or neither side could be recommended for construction.

Cobblecrest neighborhood

• 28th Street between Boone and Aquila avenues: pavement reconstruction and watermain replacement.
• 29th Street between Boone and Aquila avenues: pavement reconstruction and watermain replacement.
• Aquila Avenue between Minnetonka Boulevard and 28th Street: pavement reconstruction, watermain replacement and sidewalk evaluated on the west side of Aquila Avenue between 2930 Aquila Avenue and 29th Street, which may or may not be recommended for construction.
• Boone Avenue between Minnetonka Boulevard and the cul-de-sac, and between 28th Street and the cul-de-sac: pavement reconstruction, watermain replacement and sidewalk evaluated on the east side of Boone Avenue between Minnetonka Boulevard and 29th Street, which may or may not be recommended for construction. Boone Avenue’s existing street width is 40 feet, and the proposed street width is 30 feet.
• Cavell Avenue north of Minnetonka Boulevard: pavement reconstruction and watermain replacement.

South Oak Hill neighborhood

• Division Street between Quebec and Texas avenues: pavement reconstruction, watermain replacement and sidewalk evaluated on both sides of the street, but only one or neither side could be recommended for construction.
• Oregon Avenue between South Hwy 7 Frontage Road and Lake Street: pavement management and watermain replacement. Oregon Avenue’s existing street width is 48 feet, and proposed street width is 40 feet.
• Pennsylvania Avenue between South Hwy 7 Frontage Road and Lake Street: pavement management and watermain replacement.
• Quebec Avenue between South Hwy 7 Frontage Road and Lake Street: pavement management and watermain replacement.
• Rhode Island Avenue between South Hwy 7 Frontage Road and Division Street: pavement management and watermain replacement.
• Sumter Avenue between South Hwy 7 Frontage Road and Division Street: pavement management and watermain replacement.

Project background

A number of streets in the Cobblecrest, Aquila and South Oak Hill neighborhoods are scheduled for rehabilitation during the 2027 construction season. The project includes street reconstruction, drainage repairs, sidewalks and underground utility work.

The city's Pavement Management Program proactively addresses the condition of the residential streets within the city. The program was developed in 2003 to extend pavement life and enhance system-wide performance in a cost-effective and efficient way by providing the right pavement strategy at the right time. In addition to the street and utility work, the city council has provided city staff with direction to look at all aspects of the neighborhood livability and "living streets" considerations as a part of our transportation projects. As part of the project development, city staff review the street, utilities, fiber, sidewalk network, stormwater runoff, traffic management and tree preservation.

The 2027 pavement management project is included in the Capital Improvement Program approved by the St. Louis Park City Council. These improvements are proposed to be paid for using city funds; there are no proposed assessments to property owners for this project.

Community input summary

The input received will continue to be used to make recommendations and project design decisions throughout the planning process. Here is what we heard from the community and what we’re doing about it:

Feedback on proposed sidewalks

Why are sidewalks being considered?

• Investing in sidewalk infrastructure aligns with the city’s long-term transportation and livability goals.
• To improve safety, accessibility and connectivity within our community.
• To support healthy lifestyles by encouraging walking and outdoor activity.
• To make it easier for people of all ages and abilities to move around the neighborhood safely and independently.

Where are the sidewalks being considered?

• Aquila neighborhood
  • 35th Street between Zinran Avenue and the cul-de-sac: south side of the street
  • Yukon Avenue between 35th and 36th streets: east side of the street
  • Zinran Avenue between 35th and 36th streets: sidewalk evaluated on both sides of the street, but only one or neither side could be recommended for construction

• Cobblecrest neighborhood
  • Aquila Avenue between Minnetonka Boulevard and 28th Street: sidewalk evaluated on the west side of Aquila Avenue between 2930 Aquila Avenue and 29th Street
  • Boone Avenue between Minnetonka Boulevard and 29th Street: east side of the street

• South Oak Hill neighborhood
  • Division Street between Quebec and Texas avenues: sidewalk evaluated on both sides of the street, but only one or neither side could be recommended for construction.

• Proposed sidewalks follow the city’s policy of providing continuous sidewalks on at least one side of low-volume residential streets.
• Staff consider public feedback received throughout the engagement process, as well as traffic volumes, tree impacts, private property impacts, available right of way and costs.

Who pays for the sidewalks?

• If approved, the proposed sidewalk segments will be constructed at no direct cost to adjacent property owners.
• The city will be responsible for future sidewalk repairs and replacement.
• Adjacent property owners will be responsible for snow and ice removal, in accordance with the neighborhood sidewalk policy.

What about trees and landscaping?

• Staff is evaluating options to preserve as many trees as possible.
• Preliminary plans showing proposed sidewalk locations and potential impacts will be shared at the open house.
• Information on tree impacts, private property impacts, costs and resident feedback will be presented to the city council to assist in decision-making.

When will sidewalk locations be decided?

• Preliminary design process does not predetermine the final recommendation, which will be based on context-sensitive design principles, public feedback and the factors listed above.
• It is possible that not all sidewalk segments being evaluated will be recommended or approved for construction. The city council will decide whether to construct the proposed sidewalk segments as part of the project approval process in December 2026.

Request for city to evaluate sidewalks outside the project limits

Sidewalks on streets outside the project limits will be evaluated when those streets are scheduled for construction.

Concerns of safety at intersections and speeds on streets, such as Aquila Avenue

The city collected vehicle speed and safety data. Any changes will be shared at the open house.

Pavement condition of 35th Street

35th Street between Zinran and Texas avenues is outside of the project limits and is scheduled for pavement replacement in 2029.

Areas where flooding occurs during heavy rain events

Staff will review these areas and investigate potential solutions.

Project scope

Street rehabilitation and curb replacement

The streets included in the project will have the pavement surface and curb replaced.

Public utilities

• The watermain on each street will be replaced. This includes the watermain within the street and the water services from the watermain to the curb box (shut-off valve) located in the boulevard or yard.
• The city will repair existing storm and sanitary sewer structures and pipes as needed.

New sidewalks

Investing in sidewalk infrastructure aligns with the city’s long-term transportation and livability goals, helping create a more connected, walkable and inclusive community

Existing sidewalk repairs

Existing sidewalks will be repaired as needed to address safety concerns and improve accessibility.

Street width changes on Boone and Oregon avenues

• Boone Avenue from Minnetonka Boulevard to 29th Street currently has a street width of approximately 40 feet. The city is evaluating reducing the width to 30 feet.
• Oregon Avenue from the Highway 7 Frontage Road to approximately 250 feet south currently has a street width of approximately 48 feet. The city is evaluating reducing the width to 40 feet.

How are streets selected for width reductions?

The city evaluates street widths and seeks opportunities for right-sizing where appropriate. Typically, opportunities occur when concrete curbs are being replaced due to underground utility replacement, poor pavement or curb condition, drainage improvements or sidewalk installation.

When that happens, the city evaluates the existing street width and may consider width reductions on streets wider than necessary for traffic, parking, emergency services and maintenance operations.

Why are street width reductions being considered?

Street width reductions can provide several benefits, including:

• Improved safety: narrower streets reduce pedestrian crossing distances and can help encourage slower vehicle speeds.
• Environmental benefits: less pavement reduces stormwater runoff and can help lessen the urban heat island effect.
• More space for boulevards and trees: wider boulevards provide additional room for snow storage, healthy tree growth and landscaping.
• Lower costs: less pavement reduces both construction and long-term maintenance costs.

Are emergency services, street maintenance or parking affected?

Engineering staff coordinated with the police, fire, and public works regarding street width standards. These departments confirmed their ability to provide effective emergency response and maintenance services on streets 28 feet wide or
greater while allowing parking on both sides of the street.

When will decisions be made regarding street width reductions?

• Preliminary design does not predetermine final recommendation, which will consider public feedback, operational needs and the factors listed above.
• It is possible that not all street width reductions being evaluated will be recommended or approved for construction. The city council will decide whether to approve proposed street width reductions as part of the project approval process in December 2026.

Stormwater treatment

Stormwater treatment improvements are anticipated. The location and type of treatment have not yet been determined.

Private utilities

Private utility companies will replace or install new facilities within the neighborhood in fall 2026 or spring 2027 before city construction begins.
