The Public Housing Program provides clean, safe and affordable living environments for eligible low-income individuals and families. Those eligible for public housing pay 30% of their adjusted income for rent. 

Public housing units are owned and managed by the St. Louis Park Housing Authority (HA). Current units within the city include:

• 110 units in a low-rise apartment building (108 one-bedroom units and 2 two-bedroom units). This building is designated for general occupancy; however, a priority is given for elderly and disabled applicants.
• 37 single-family homes (3 to 5 bedrooms) for families with children.
• 12 two-bedroom apartment units located at Louisiana Court. These units are owned by Project for Pride in Living and managed by MetroPlains Management.

Current participants must report household and income changes through the resident portal.

Public Housing Program eligibility requirements

Applicants must meet eligibility requirements in order to qualify for public housing. Requirements include: 

• Meeting income guidelines at or below 80% area median income
• Meeting occupancy standards based on bedroom size
• Passing a rental screening process, including past rental history, criminal history check and review of credit history

Applications for public housing are only accepted when the waiting list is open.

The waiting list for public housing is currently closed.

Policies and procedures

The 2025 Admissions and Continued Occupancy Policy (ACOP) outlines policies and processes related to the administration of the Public Housing Program. The ACOP includes the Violence Against Women Act (VAWA) of 2016 and emergency transfer policies and the grievance procedure.
