Latest construction update:
- Footings and foundation for underground parking levels is substantially complete
- Precast columns and walls for the first floor are currently being installed
Construction schedule:
The office building at 5401 Gamble Dr. was demolished in late October 2025. Construction for the project began March 2026.

- Mass excavation and foundation: April - June 2026
- Precast installation (basement and first floor): July - September 2026
- Framing (2nd floor – 6th floor): October - December 2026

Construction hours are limited to the following:

- Saturdays, Sundays and holidays: 9 a.m. – 7 p.m.
Project description
Hempel Real Estate purchased 5401 Gamble Drive and plans to redevelop the site of one of West End Office Park buildings with a six-story, 223-unit mixed-use building with 21,000 square feet of commercial space, including a grocer. Parking would be provided underground and a surface lot.
The city council approved the planned unit development (PUD) ordinance and the economic development authority approved a redevelopment contract for the project on Feb. 18, 2025. The city council approved the project plans, including a planned unit development (PUD), special permit amendment and a conditional use permit (CUP) for shared parking in February 2025.

Environmental assessment worksheet (EAW)
The proposed project has potential to be the first phase of a multiphase development of all four parcels within the West End Office Park. City staff determined that an environmental assessment worksheet (EAW) was appropriate for a potential project of this size.
Kimley-Horn prepared an EAW for the development per Minnesota rules. The EAW examines the potential for environmental impacts of the proposed project. If an EAW indicates a project has the potential for significant negative environmental effects, the responsible government unit (RGU) can declare the project must do further environmental review in the form of an environmental impact statement (EIS).
The City of St. Louis Park is the RGU for review of the EAW. Staff requested city council approve a resolution authorizing distribution of the EAW. The EAW was distributed to the required list of jurisdictions and was announced in the EQB Monitor on Nov. 26, 2024. The announcement of the availability of the draft EAW must be published in the EQB Monitor, a weekly publication, and provide a 30-day review and comment period that begins on the date of publication.

Public comments on the EAW were accepted through Dec. 26, 2024. The city received comments from three agencies and responded to comments within the city council's record of decision on Jan. 21, 2025. Through review of the comments, the city council found that there was no need for an Environmental Impact Statement (EIS) for the project, called a "Negative Declaration."
